Hargen Energy was started by Cody Barbour in Vacaville, California, after years spent managing residential solar projects from contract through closeout.
When permits, corrections, inspection scheduling, utility work, parts, warranties, or customer updates begin piling up, we understand what that does to the rest of the pipeline. Hargen helps solar and roofing contractors move that work forward.
Why this exists
Why Hargen exists
After years in solar operations, the pattern was hard to miss. Sales and installation could be moving, but projects still stalled when nobody had time to follow up with the AHJ, resubmit a correction, schedule an inspection, track down parts, or update the customer.
That work is not a small corner of the business. The install itself is a day or two; most of the months between a signed contract and permission to operate are paperwork waiting on someone. And the solar companies that have failed these last few years mostly did not fail on sales. The demand was there. The operations were not.
Hargen was created to handle that work. Some contractors need steady help across their pipeline. Others need one backlog cleared or one difficult problem handled. We work inside the tools and processes already in place.
Solar is where our deepest experience is. We also support roofing contractors with permitting, inspection coordination, documentation, parts and warranty follow-up, and other project work that can be handled remotely.

Commitments that shape the product
You will always know what we are handling, what it costs, and where it stands. If something falls outside our scope, we say so before work begins. None of that is a marketing position. Each commitment below is enforced in the system that runs the work.
Published, not negotiated
Prices come from a rate card, not from what a job looks like it can bear. The same package costs the same for everyone at the same volume tier.
Scope stated in writing
Every package names what it excludes: municipal fees, site visits, physical inspections. Surprises in this business are almost always scope surprises.
Nothing charges without acceptance
You see the payment schedule before you agree to it, and installments charge only when their stated trigger is reached.
No work disappears
Every job carries a next action and a waiting-on. A project that has gone quiet surfaces as work, rather than sitting until someone remembers it.
Who you are working with

Based in Vacaville, Solano County, between the Bay Area and Sacramento. Permitting is desk work, so we file in any state. California is where most of it sits, and the regions mapped county by county are the Bay Area, Greater Sacramento, and Northern San Joaquin Valley.
Experience behind the work
Earned before Hargen, in other companies’ operations seats. Eight-plus years in residential solar operations, across 2,000+ projects, running pipelines of 90 active jobs at a time. What that consisted of, day to day:
Plan-check corrections and resubmittals
Reading the jurisdiction's comment letter, getting the plan set revised against every item, and resubmitting before the response window closed and the application went void.
Plan revisions and as-builts
Module counts, inverter and equipment substitutions, and array changes reconciled against the approved set, so the permit on file matched what was actually installed.
Interconnection deficiencies and technical inquiries
Utility deficiency notices and engineering questions answered inside the response window: single-line corrections, equipment and meter verification, revised documents back before an application was cancelled and refiled.
Inspection corrections
Failed and partial inspection reports read, corrections worked out with the install crew, and the reinspection put back on the building department's calendar.
PTO and closeout
Net-metering agreements, meter numbers, and signed documents chased down, PTO letters verified on arrival, and the project file closed out so a warranty question years later still has an answer.
