How billing actually works

Are municipal and utility fees included?

No, and they are never marked up. Government fees, utility fees, and PE stamps are billed at cost. Hargen charges for preparing, filing, and tracking the work.

Why is the partial-scope rate not a fixed price?

Plan Sets, Permit Filing, and Interconnection & PTO are partial scope, and what they cost genuinely varies with the jurisdiction and the utility. The listed rate is where a quote starts, not a fixed price. The end-to-end packages are fixed, which is why they cost less than buying the pieces separately.

Is there a retainer or a minimum?

Neither. Pricing is per project. Send one job or fifty; there is no subscription, hour pool, or standing balance. Volume tiers are the exception, and they are a commitment you choose to make.

How do volume tiers work?

Tier 1 is 3–5 projects a month and Tier 2 is 6–9, each against a committed monthly minimum recorded when you sign it. The commitment is what earns the rate. Ten or more a month is quoted after a capacity review rather than listed, because a tier we cannot reliably staff is a liability rather than a discount.

When am I charged?

Only against a payment schedule you have accepted, and only when an installment's stated trigger is reached: acceptance or completion. Nothing charges before you accept the terms.

What if the job turns out to be more complex than quoted?

Modifiers and add-ons are published, and any change is presented as a revised quote you accept before the extra work happens. Nothing is billed after the fact. A correction cycle we caused is added at no charge, and shown on the quote so you can see it.
